According to this article from May this year, Richard apparently says that the next album is mostly finished but won't come out until 2014:

Guitarist Richard Fortus has confirmed to Noise11.com news that the band was spent a lot of time in the studio working on the next album and that many of the songs have been completed.

Fortus, who is also the guitarist for Australia’s The Dead Daisies, told Noise11 that while the album has mostly been completed it won’t be released this year but maybe in 2014.

Well, I'm pretty sure Richard is gigging with Pale Divine in St. Louis, Missouri U.S.
They are all guitarists so I am guessing some kind of guitar show that is in the St. Louis/Kansas City area....

About whether a new album is in the works: Yeah, it is. That’s our main focus, to collectively as a band put together what we feel is going to be the next best Guns N’ Roses record. [...] No idea [when it will come out]. The way I look at it, you know, no matter what album I’m working on, we’re never going to be in a rush to put out a bad album. Well we were supposed to start writing after the end of this last run – but I went to India! When I get back, I hope we can all get together, and live it and focus on creating new music together.
